Starting near the Copper Mountain ski resort in central Colorado, Top of the Rockies Scenic Route 91 takes the high road—quite literally—climbing up to 11,318-foot Fremont Pass. The byway descends a bit to the historic mining town of Leadville, which claims to be the highest incorporated city in America.
